Subject to the implementation progress of 4GMS, the CSA will facilitate the following duties related to the 4GMS implementation:

• To oversee and manage the implementation and maintenance of network infrastructure, system infrastructure and server technologies in a complex mission-critical system environment that consists of different technology domains including, but not limited to, Wired and Wireless Data Network (e.g. Cisco and Ruckus), Network Firewall, Intrusion Detection Systems (IDS), Intrusion Prevention Systems (IPS) (e.g. Fortigate and CheckPoint), Network Load Balancer, Forward and Reverse Proxy, SSL/VPN Gateway, Security Information and Event Management (SIEM) tools
• To supervise the contractor in the design, implementation, configuration, patching, testing, maintenance as well as disaster recovery drill of the system infrastructure supporting SAN storage systems, Microsoft platform system (Microsoft Windows 2019, AD, DNS, DHCP, etc.) and various Linux platform systems for 4GMS, ensuring adherence to project timelines, quality standards, and best practices
• To provide technical oversight and guidance to contractor in designing and implementing the system infrastructure
• To collaborate with contractor to ensure the scalability, performance, and security of the system infrastructure
• To provide technical support services on various IT systems and infrastructure, either on-site, by email or on phone
• To evaluate and select appropriate products for the development and maintenance of IT infrastructure
• To monitor daily operations and project executions within the Infrastructure Team to ensure compliance with organizational regulations, standards, policies, and guidelines of the Government of HKSAR
• To evaluate best practices, standards, and guidelines from the IT industry and product vendors and provide recommendations to management
• To liaise and coordinate with users, contractors and other government departments in provision of quality IT services
• To prepare system documentation including installation and configuration guide, administration and operation guide, system architecture and design specification, Proof-of-Concept evaluation, etc.
• To conduct administrative tasks and support activities as requested to monitor and govern the implementation and maintenance of system infrastructure by the contractor for 4GMS. Ensure adherence to project timelines, quality standards, and best practices
• To perform tasks related to project management and contract administration
• To undertake any other duties as assigned by the supervisor

• Bachelor's degree awarded by a post-secondary institution in Hong Kong, including but not limited to the eight University Grants Committee funded universities in Hong Kong, or a bachelo's degree awarded by an overseas university or a polytechnic in the UK, the USA, Canada, New Zealand or Australia; or an accredited associate degree or a higher diploma in information technology from a Hong Kong or overseas tertiary education institute
• At least 6 years of relevant post-qualification working experience
• At least 2 years of working experience as a Systems Analyst
• Experience in overseeing and managing contractor / vendor relationships in IT infrastructure projects
• Experience in supporting or implementing large-scale LAN/WAN network infrastructure across multiple sites
• Hands-on experiences on implementation & support of the following networking products will be an advantage:
  • Cisco ASR Router and Catalyst Switch
  • Check Point and Fortigate firewall products
  • A10 Thunder ADC
• Proficiency in network monitoring and troubleshooting tools
• Possess certification in related to the network equipment specified, such as Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), Check Point Certified Security Administrator (CCSA), Fortinet Network Security Expert (NSE), or equivalent will be an advantage
• Proficiency in both spoken and written Cantonese and English
• May be required to work at other FSD premises within Hong Kong
