Duties

Participate in analysis and design, implementation, maintenance, and testing of Centrally Managed Messaging Platform (CMMP)
Collect user requirements, formulate and implement mobile applications over multiple mobile platforms
Interface with other system components for secure delivery of services through mobile applications
Deploy and maintain backend applications on government private cloud infrastructure
Implement best practices and coding standards, and conduct code reviews
Assure and control the quality of the project deliverables produced by the contractors/vendors
Provide daily administrative support, preparation of deliverables meeting the internal standards and requirements of the project
Conduct system testing and rollout support
Monitor and report system usage and healthiness
Self-motivated, able to work independently under pressure, multi-tasking and energetic
Work outside office hours and provide on-call production support
Perform any work assigned by supervisor

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 4 years of relevant post-qualification working experience
Minimum of 4 years of working experience in system analysis and design
Minimum of 4 years of working experience in application development and management of IT systems
At least 1 year of working experience as a Systems Analyst
Solid working experience in mobile application development on Android, EMUI, Harmony OS platform using latest technologies is required
Sound knowledge of UI/UX patterns, responsive design principles, and mobile platform guidelines is required
Solid working experience in web services development, e.g. HTML5, RESTful API design, Ajax, etc. is required
Working experience in cryptographic devices (e.g. HSM) and operations (e.g. message-level encryption with encryption keys) is required
Experience in mobile platform Harmony OS Next is preferred
Experience in web-based applications using the latest technologies and frameworks, e.g. Vue.js, React.js, Spring, Django, Node.js, is preferred
Experience in mobile testing frameworks and tools is preferred
Experience in relational (e.g. GBase) or non-relational databases (e.g. MongoDB) is preferred
Experience in Linux-based operating systems and server virtualisation is preferred
Experience in micro-services architecture and containerisation technologies, e.g. Docker, Kubernetes, etc. is preferred
Experience in email solutions and messaging solutions is preferred
Experience in application development on private cloud platforms is preferred
Experience in conducting security risk assessment and audit with contractors is preferred
Knowledge and experience in working with/in the Government is preferred
Good command in spoken and written English is required
Good command in spoken Mandarin is preferred
Criminal record checking is required
The job requires the following mandatory skills:
- 4 years x IT Application Development and Management, JAVA Programming, System Implementation and Maintenance/Support, Moderate Exposure of Spoken English in Work and Moderate Exposure in Written English
- 2 years x Cryptography
- 1 year x Public Key Infrastructure
