System analyst and design, implementation, technical support and setup for web applications of the 2026 Population Census (26C) and the job duties include but not limited to the following:

• To assist Project Manager in coordinating and monitoring project activities
• To carry out quality control, quality assurance and project management duties
• To coordinate with various independent parties, including those appointed, in conducting independent third-party review and testing on system functionalities, system security and system loading
• To collect and analyse user requirements, in liaison with outsourced contractors, users and internal IT Teams where appropriate
• To prepare test plan, carry out system integration testing and facilitate user testing
• To diagnose and resolve project and/or technical issues
• To review project deliverables including system documentations produced by Service Contractor and other vendors
• To provide ad-hoc production support during the census operation
• To report progress regularly on tasks assigned
• To perform other duties as required

• Higher Diploma/Degree holder in Computer Science or equivalent
• At least 4 years of relevant post-qualification working experience
• At least 2 years of working experience as a Systems Analyst
• Have solid experience in system implementation and maintenance projects in the following areas:
  • Solid working experience in SA&D and program development in the following areas:
    • -HTML, CSS, Internet/Intranet, XML, JSON
    • -Responsive Web Design
    • -Web programming
    • -Apache Web Server
  • Solid working experience in system integration test, user acceptance test, load test and stress test
  • Solid working experience in supporting or implementing public facing web applications
  • Preferable to have working experience in the following areas:
    • -Web Content Management System
    • -Thematic Websites
    • -Web and mobile accessibility with WCAG 2.1
    • -UI/UX design and review
    • -Security Risk Assessment and Audit
• The job requires the following mandatory skills:
  • 3 years x  IT Application Development and Management, System Implementation and  Maintenance/Support, Work experience with/in the Government and IT Service/  Outsourcing Management
