Duties

To collaborate and communicate with users to elicit, gather, consolidate and analyze requirements, understand their needs, and help ensure the requirements are complete, unambiguous and map to genuine business needs
To assist in procurement of IT products and services
To monitor the performance of the awarded IT service contractor with reference to agreed project schedule and to scrutinize the work and all deliverables of the IT service contractor to ensure they are delivered in accordance with the specification, up to required standards, and meeting business needs and technical requirements
To support users and coordinate with the IT service contractor to facilitate review and comment on the various project deliverables from the business perspective. To provide advice and collaborate with contractor to resolve problems in whole system development life cycle and maintenance cycle of the CCIDA
Funding Administration and Information System (CFAIS) and other CCIDA's systems
To collaborate with users and contractor to publish open datasets to the Public Sector Information (PSI) Portal and Common Spatial Data Infrastructure (CSDI) Portal
To collaborate with GCIS and other support teams (e.g. IMX, WCH, GNET, DN) to setup and configure the enhanced CFAIS
To perform any other duties which may be assigned for achieving project objectives

Requirements

Higher Diploma/Degree holder in Computer Science or equivalent
At least 4 years of relevant post-qualification working experience
At least 1 year of working experience as a Systems Analyst
Solid experience in IT application development, system implementation and maintenance/support [ADM and SIM]. Experience in supporting web-based application related to Government Funding is an advantage
Solid experience in IT Service / Outsourcing Management [OUT] and vendor management [VMG]. Familiar with Project Management for IT Projects under an Outsourced Environment is an advantage
Solid experience in Server Virtualisation Technology [SVT]
Work experience with/in the Government is required [GOV]
Solid experience in Government procurement and disposal processes. Familiar with Government procurement practices and procedures (e.g. SOA-QPS, SOA-MWS, GITP, SPR, Direct Purchase, e-procurement system) is required. [GPD and PRO]
Solid experience on acquisition of Security Risk Assessment and Audit (SRAA) services, and implement mitigation measures of SRAA findings [SAA]
Hands-on experience on Disaster Recovery Planning is an advantage
Hands-on experience in dissemination of open data to PSI and CSDI platform is an advantage
The job requires the following mandatory skills:
- 4 years x IT Application Development and Management, System Implementation and Maintenance/Support, Server Virtualisation Technology, IT Service/ Outsourcing Management, IT Procurement and Vendor Management
- 3 years x Security Risk Assessment and Audit, Work experience with/in the Government and Knowledge in Gov't Procurement/Disposal Procedures
