Duties

To assist in developing, enhancing and maintaining the IT systems in CRU, such as the Environment and Conservation Fund (ECF) Application and Management System (Smart ECF), other Government e-form and subscribed online platforms etc., and ensure their compliance with the requirements laid down by the
Government
To liaise and co-ordinate with internal users, contractors and other related parties for development/enhancement/implementation of IT systems such as electronic form building, PDF form parsing, user requirements consolidation, acceptance/load tests, data migration preparation and checking, cloud service and infrastructure, database management, management of user change requests etc.
To perform administrative work such as preparing regular/ad-hoc returns, statistics and reports, preparing documents related to quotation/procurement exercises, handling financial matters, arranging disposals of records in IT systems etc.
To conduct training and provide support to internal/external users related to operations of IT systems and to handle enquiries/complaints related to IT systems
To collaborate with and gather feedbacks from stakeholders and provide advices to support business requirements
To assist in monitoring the process and coordinating with contractor on Security Risk Assessment and Audit (SRAA) and Privacy Impact Assessment (PIA) for IT systems
To perform other duties as assigned by senior officers

Requirements

Bachelor's Degree in Information Engineering, Computer Science, Computer Engineering or related Information Technology discipline from a Hong Kong university or equivalent
At least 3 years of relevant post-qualification working experience
At least 1 year of working experience as an Analyst Programmer
In-depth knowledge and concrete experience in database system development, administration and enhancement
In-depth knowledge and concrete experience in web programming, application design, implementation, configuration, customisation and support
Knowledge in virtualization, web servers, Linux systems, cloud platform
The job requires the following mandatory skills:
- 3 years x IT Application Development and Management and Work experience with/in the Government
- 2 years x HTML5, JavaScript Programming, MySQL and Web Programming
- 1 year x Linux System Administration, Server Virtualisation Technology, Experience in Managing Government Projects and Software Testing Management
