Duties

Plan and manage an outsourced system development project which will migrate the existing eGMS to "2nd Generation electronic Grant Management System (eGMS II)"
Work closely with users and stakeholders and analyze their needs to consolidate the project user requirements, communicate project progress and assist in user related project activities such as prototype review and user acceptance tests
Review the proposed system design and related specifications to ensure the system design can meet the project requirements and conform with security requirements in accordance with Government guidelines and industry best practices
Work closely with the outsourcing contractors and monitor their performance to ensure that all system deliverables, including documentations, are delivered according to the agreed schedules
Manage, control and seek approval for any project change requests
Monitor contractor's project activities and scrutinize all project deliverables to ensure quality and conformance with Government standards and guidelines
Oversee quality assurance activities according to Government quality control procedures such as programme code reviews and completion of all stages of testing
Prepare and deliver presentations to colleagues, subordinates and Government representatives on project related matters
Report project progress and identified risks to senior management in a timely manner
Prepare budget, project plan, work assignment briefs and related documents for potential new initiatives
Carry out other duties as assigned by the supervisor and senior officers

Requirements

Bachelor's degree in Computer Science or equivalent
At least 15 years' post qualification experience in IT
At least five years' post-qualification experience in a team leading role to plan, design, develop and implement large scale internet-facing web-based applications, including but not limited to, those in the Linux J2EE environment, with technologies such as Java Server Faces, Javascripts, LAMP (Linux, Apache, MySQL and PHP), Spring Boot and Single Page Application Framework (e.g. React, Angular) and Microservice Architecture in Container Management Platform
Prior experience in software development and/or vendor management of Government IT projects
Proven experience in all phases of system development and implementation including project planning and monitoring, deliverables management, feasibility / technical studies, project documentation, system analysis and design, application programming, testing, implementation, system nursing, operation and maintenance
Proficient in SDLC (System Development Life Cycle) and Project Management, with qualifications such as Project Management Institute (PMI)'s Project Management Professional (PMP) / PMI Agile Certified Practitioner / Certified Scrum Master (CSM) / PRINCE2 will be a definite plus
Proven experience in internet-facing application security design and management is preferred
Up-to-date knowledge and experience of evolving technology, such as ChatGPT and Business Intelligence tools will be advantageous
Strong communication, presentation, leadership, interpersonal, analytical and problem-solving skills
Self-motivated and be able to work under pressure independently to meet tight deadlines
Good written and spoken communication skills in Chinese and English
The job is intended to be a 13-month contract service. The contract staff service of the assignment will be extended subject to the performance of the staff
The job requires the following mandatory skills:
- 5 years x IT Application Development and Management, IT Planning, Java Application Framework (e.g. Struts (Apache)), JAVA Programming, Web Programming and Project Management
- 2 years x Experience in Government Tendering Procedures and Vendor Management
