The post is created for management and monitoring of the System Analysis & Design (SA&D), implementation, system integration, maintenance and support of a new information system including:

• Assist his/her supervisor in supporting Project Steering Committee (PSC) and Project Assurance Team (PAT) on overseeing the delivery of a new information system
• Oversee the project progress & spending position
• Manage and supervise the internal project team
• Provide overall contractor management and coordination
• Prepare the work assignment briefs for the procurement of related hardware, software and services, etc.
• Assist users to identify the user requirements for system development and the use of spatial data
• Coordinate the setup and maintenance of the information system in Government Cloud and assist the contractors to perform necessary tests to ensure a high level of system reliability and availability
• Provide assistance on user acceptance test, data conversion and verification activities
• Provide technical advice, resolve any possible conflict and follow up all technical problems
• Review system deliverables and documentation
• Assist users in governing the systems' conformance to Government policies and standards
• Perform any other related duties as assigned by supervisor

• Higher Diploma/Degree holder in Computer Science or equivalent
• At least 8 years of relevant post-qualification working experience
• At least 2 years of working experience as a Project Manager
• The candidate should have solid experience in conducting SA&D, system implementation and integration, maintenance and support, project management, IT operational management, IT Security and IT planning, outsourcing management and other related technical skills
• The candidate should also have work experience in implementing large scale system, high availability and disaster recovery requirements
• Knowledge in Government IT standards & procurement procedures, having professional IT qualification (e.g. PMP, PRINCE2, etc.) and experience in using Geographic Information System and Government cloud services are preferred
• The job requires the following mandatory skills:
