To provide application support, enhancements and testing and prepare requirement specification in the business area of financial assistance and grant/loan processing, with major duties including but not limited to the following:

• Coordinate with the outsourcing contractors, data centre, DPO staff and users to ensure the quality of SFO e-Services
  
• Migrate the SFO e-Services to GCIS. Monitor the project progress and the performance of the  outsourcing contractors
  
• Collect user requirements, plan the development schedule for application enhancements and ensure the milestones and deadlines are met
  
• Perform planning and implementation of hardware and software upgrade
  
• Provide application support/troubleshoot and perform administration of Oracle and MariaDB database Monitor system status such as system health check, batch job running status and backup operations
  
• Assess the technical impact on any infrastructure change, provide advice on enhancing system security
• status and administrate security management of the systems
  
• Analyse and advise the solution for data exchange between SFO e-Services, backend applications and
  external institutions

• Higher Diploma/Degree holder in Computer Science or equivalent
  
• At least 5 years of relevant post-qualification working experience
  
• At least 3 years of working experience as a Systems Analyst
  
• To be good at user communication
  
• To be familiar with Government IT security policy & guidelines
  
• To possess skills and experience in RDBMS e.g. Oracle, MariaDB
  
• To be familiar with the Software Development Life Cycle (SDLC) for application development.
  
• To possess experience in programming (e.g. Apache, HTML, XML, Java, Javascript programming, iText and JSP) would be an advantage
  
• To be good at infrastructure and networking design would be an advantage
  
• To possess experience in supporting systems hosting in GCIS would be an advantage
  
• The job requires the following mandatory skills:
  
  • 5 years x System Implementation and Maintenance/Support
    
  • 4 years x IT Application Development and Management, JBoss Application Server, Oracle RDBMS, Contract Administration, Management and Support of Gov't Systems & Services and Vendor Management
    
  • 3 years x Electronic Form, EGIS, Knowledge in Gov't Procurement/Disposal Procedures and IT Service Management
