A Project Manager is mainly deployed to perform the following duties:

• Responsible for the overall project management for application system implementation
• Lead a team of IT officers to provide system maintenance and support for various IT application systems, provide support to the study of Departmental Information Technology Plan and IT-related audits, and conduct IT-related tasks including but not limited to feasibility study, design, application and/or system programming, testing, system acceptance, data conversion, training, capacity planning, technical support, disaster recovery drill and quality assurance
• Liaise with parties concerned (including users, vendors, computer operators) for requirement study, implementation and on-going activities support
• Perform vendor management
• Manage outsourcing services including quality assurance of deliverables and service acceptance
• Reviewing the technical architecture proposed by vendors and conducting technical study on new technologies
• Participate in procurement processes of IT systems, products and services
• Providing technical advice to management, user or community as appropriate
• Perform evaluation and research of new hardware, software and technologies
• Provide problem resolution for system failure that may happen outside normal office hours
• Perform initiation, implementation and maintenance support of other IT projects proposed in the Departmental IT Plan

• Diploma holder or above, majoring in Information Technology/Systems, Computer Science, Information Engineering or related disciplines, or equivalent
• At least eight (8) years' post-qualification full-time IT experience of which at least four (4) years must be in a similar post and in a comparable capacity
• Experience in project management for implementation of Government application system development projects
• Experience in supervising five IT officers or more for providing system maintenance and support for IT application systems
• Strong analytical, risk management, problem solving and interpersonal skills
• Strong presentation and communication skills
• Good oral and written communication skills in both Chinese (essentially Cantonese) and English
• The job requires the following mandatory skills:
  • 4 years x  IT Application Development and Management, System Implementation and  Maintenance/Support and Project Management
  • 2 years x  IT Planning
  • 1 year x  PRINCE, Work experience with/in the Government and Management and Support of  Gov't Systems & Services
